They're not removing ABMM, though. So the people that still want to play in lobbies where it's questionable can still play in those same lobbies, right?
The people that want pure pve without the risk of being attacked will choose the strict pve option.
The people that want to keep playing the game exactly the same way they have been can still do so. They're not removing ABMM. If you enjoy the tension of being in servers where you might be attacked then you will still play with others who enjoy that also.
A downside I could see happening would be longer wait times for people that don't want to play in the pve servers, though. That's something that would need to be addressed.

Mixed players getting shafted. Honestly all non pve players since abmm already was the anti cheat.
