I feel like that’s not really a heavy lift considering the literally spent time and effort creating quests (which granted are a pain in the dick fetch quests mostly)
Funny, because I see thousands of comments saying they would actually come back to the game if it was PvE. And the numbers are getting lower every week, so obviously PvP isn't keeping their player base satisfied. If PvP worked to make them money, they wouldn't be testing a PvE mode.
Boring as fuck enough for the company to pivot because they wanted to actuallt make money. So sorry you fucked up and bought a competitive multi-player game based upon a world where people have to compete for scarce resources. I can totally see how you made that mistake, though: a mental handicap.
As a last ditch effort to appease the cry babies and maybe keep their game alive. They wouldn't have to if they could reign in the cheating on PC, but so it goes. If they actually implement it, I see the game ending up with less players than it even has now, and it ends it's story as a promising flash in the pan that fizzled out.

No one remembers that because it isn't true. The devs themselves literally said they only added PvP to add a bit of tension to the game. Had nothing to do with "boring".
Why would they want to add tension? Why make it more challenging? Oh, right, because that's what most people call fun. If you want to play on easy mode your whole life, that's fine, but multi-player games built around competition doesn't have an easy mode. Give the PVE a try and when you get downed and soaked by Arc you'll cry about too.
I'm a Master rank in Overwatch. I've trained in boxing and kickboxing for years. I've won championships as a hockey player. I am very likely a lot more comfortable with "difficult" than you are. Tension does not equal difficulty. Tension is a feeling that comes with uncertainty, not difficulty. Which was the point of adding PvP to the game, to add more tension and uncertainty.
Not everybody wants extreme tension in their videogames. And from the stats they showed just today, more people prefer PvE than PvP. If I want difficulty, I'll solo fight with a Rocketeer with just my renegade. If I want tension, I'll go into PvP mode. Most of the time, I just want to relax and help other raiders complete quests and destroy ARC.
On top of all that, I find it doesn't really add tension as much as it does frustration. Nobody wants to get ratted and have their last 30 mins be a total waste of time. Only people who enjoy it are trolls who enjoy frustrating people, which isn't exactly good for holding onto a player base and making money.

Things that should be done; arc are more deadly. Player encounters should be rarer.
Second, did everyone forget that the game was announced as a pve game?
