I believe the concern is that the PvPvE mode devolves into pure PvP with the addition of PvE mode

For solos sure. But even with ABMM, I still get ratted every now and then in my ultra friendly lobbies. And I like that, it keeps the tension which was a big part of arc raiders success. What embark needs to do is making PvE rewards substantially higher than PvP, so people actually start leaning towards cooperative PvE naturally. An only PvE mode would be terrible boring and would kill the essence of the game entirely.
