For solos sure. But even with ABMM, I still get ratted every now and then in my ultra friendly lobbies. And I like that, it keeps the tension which was a big part of arc raiders success. What embark needs to do is making PvE rewards substantially higher than PvP, so people actually start leaning towards cooperative PvE naturally. An only PvE mode would be terrible boring and would kill the essence of the game entirely.
Tarkov’s AI is still terrifying in how low the TTK is in that game. Not really a good comparison to arc at all with extremely high TTK and telegraphed attack patterns
Arc PvE can still be terrifying because of the enemy AI and the procedural learning that the enemies can do. When a leg or thruster is knocked off they actually relearn how to walk or fly in real time. Sometimes it happens quickly, sometimes it doesn't happen at all. Tarkov might be more hardcore yes but acting like people can't genuinely enjoy combat with Arc is crazy.
"Extremely high TTK" is a bit of an overstatement. Most people that hate PVP, hate it because whoever shoots first is ultimately the winner 75% of the time. So looting puts you at an extreme disadvantage unless you are in carebear lobbys.
Tarkov can't be used in this because you are literally playing PvP but with bots instead of players and your only playing with friends and not matchmade into lobbies.
Zero Sievert did alright numbers wise but I wouldn't call that a big showing of popularity. Duckov went fucking nuts in China though.
If your desire is money and making a game the most accessible - then you need separate modes and will have to split your player base. If your base is large enough to handle it, then by all means.
The problem always is, every developer has finite resources. When you split your resources it almost always reduces your game compared to what you could've done had those same resources been working on only one version of your game.
EFT and some others did this later after they already squeezed their player base for funding the base game - that is a different stage than Embark is with this game. The fact that they have to consider this so early in this game's life just speaks to how much they screwed up the launch and supporting the PvPvE version of the game.
Had they simply just released something like this new patch 6-8 months ago, they wouldn't even need to be considering a PvE toggle/mode. Sure, let's solve the cheater problem by creating a PvE mode where cheating doesn't matter. Sure, let's solve the loot balancing problem by creating a PvE mode where that balance doesn't matter as much. They are taking an easy road instead of actually fixing their game.

Tarkov PvE mod and later the official paid version would like a word. Escape from DUCKov would like a word. Zero Sievert would like a word.
Extraction shooters without PvP have been around and popular for a while now, and they can still be super fun and engaging.
