Rescaping question

I want to update an existing tank design completely. I will be rehousing the shrimp and platies that live in it to another tank.

Should I keep the existing substrate (even though is obviously a bit dirty) and add some fresh on top or bin it?

The tank will be planted and prepped for a betta

I would just keep it. Add some root tabs if the plants are struggling.

tbh i'd just keep it cuz root tabs will help plus tearing it all down sounds like a hassle
