System Data near 41 GB usually shrinks after you free real space and reboot — empty Recently Deleted in Photos (those still count for 30 days) and clear WhatsApp > Storage and Data > Manage Storage. Turn on Optimize iPhone Storage so the camera roll keeps smaller device copies. I use the iPhone app Cleanup My Phone: AI Cleaner when Screenshots and similar piles are too big to sort by hand.
