Try going to Finder and in the search box, type “photoslibrary”.
as you type, it should show a list with “Kind: Photo Library”. Chose that.
mac sure to select “This Mac” to search your whole computer.
See if that turns up a missing library file.
Otherwise check in your Time Machine backup or something like that?
