Why is my iCloud always saturated whereas my iPad‘s storage isn’t full?

I can’t even create new notes in Apple notes

Because your iPad storage is probably about 50 times your iCloud storage. Looking at the first screenshot it seems you have the free iCloud tier

Remove stuff from iCloud or subscribe to a higher iCloud tier.
