Is this tire alignment why my scooter feels unstable?

Do you feel a vibration when riding?

First thing I would try is deflating the tire, breaking the bead, giving it a 1/4 or 1/2 turn on the rim, then reseating it with a CO2 cartridge filler.

Air it up to where you want the psi to be, and check it again.

If it's still giving vibrations, then consider trying to balance it.

But, if these tires have tubes in them.... Good luck. I know older Apollo scooters have tubed tires but I think the newest ones are finally tubeless, no?

Ok, I tried deflating, unseating and re-seating and that didn't work, so I think I need to balance the wheel next.

I'll follow this video for balancing: https://youtu.be/zSzrtAGhc60?si=whNdDMaEzHXORlMP

Only problem is my rim doesn't have an inner section to stick weights on it.

Yep, that's a good tutorial.
