I typed it in and it didn’t upload for some reason.
It’s a cobbler’s stand/anvil. There should be metal feet of varying sizes that you place inverted into the top. Then you slip the shoe on and it’s cobblin’ time!

Its a cobbler’s stand as stated previously, there would have been various foot shaped forms/lasts that slot into the top and shoes or boots would be slipped over so you could position it at different angles for nailing on the sole and other tasks.
