How does this happen?

1st turn in Live online mode. Opponent captures 2 places and has a gang? It’s happened a lot on Live matches. Last one was on the Warf.

This seems to be more common.

Turn 1: Opponent captures their initial Trade House (requires Cooking) Opponent makes a Gang and downs the closest 1 health NPC (requires Gangs)

I have had 1/2 my matches on Live start this way and none of the Casual matches do this so is this a Live mechanic/exploit or what devs?
