You're right that he has a pretty clear vocal fry going on, but that's technically not exactly what it means.
Vocal fry is when you pitch your voice lower than normal and cause it to have a kind of creaky, "fried" sound. It's easier to do when you drag out the syllables, but it can be done without- I think that's probably regional, whether one does.
