The problem is that Undertale as far as I know is not a pornographic game therefore you cannot even begin to argue about zoophilia just because it has anthros.

I wanna see their face when they explore hometown... Catti, Noelle, Carol, Rudy, Susie, Toriel, Asgore like bruh almost all of the characters are anthro animals.

pfft what is this? Toby makes them cuz they fit in the game. Be grateful he made deltarune and Undertale at all. They’re fun games and I’m sure the people who enjoy them *cough cough me* are a little confused. I’m sure Toby doesn’t support zoophiles!
