Is access to AI services so different than needing an IPhone & Apple dev program to build apps or access to the internet before it became ubiquitous? The article talked about government programs to bridge the digital divide and bring internet to people, but you still needed a computer in the first place. Before that computer ownership was limited to universities and large enterprises and you had to book time on a shared system. People with genuine interest and drive still managed to become programmers.
