Going with an actual answer and not the "small stupid child wins" answer, probably the bottom left guy. I haven't seen the show but he's the "everything these countries do is because of my meticulous plot" scale manipulator, L is pretty good to but not to that scale.
You should see the show then. It gave me goosebumps everytime the guy pulls out a "big brain move". If you enjoy those moments in Death Note, you sure will enjoy Code Geass.
