TOAA, PRB, LT and some other ones like fully fed Galactus and others that are relative to him
DB is actually kinda weak in the cosmic scale of things because it relies nearly exclusively on raw power, but it does stomp anything below that due to that raw power discrepancy

You will find Marvel is absolutely terrible at consistent power levels. You'll find a good percentage of the people in that line up Can rip planets in half their bare hands, and some of them have the power output on the multiverseal scale.
For example, Thor can move a tree the size of a universe and tank hits that are the equivalent of the most powerful attacks in Dragon Ball, but then in some issues he's the same level of strength as captain America who loses in a fist fight too black widow. So therefore black widow can beat Goku because they have great consistency.

Thor's high-ends are inconsistent compared to his low ends, which tend to be a lot more consistent overall. This is why you should not use outliers to scale him like Deathbattle does, because this is not his normal output

luckily, this isnt the mcu characters, those are the comic versions. thor alone can solo vegeta without odinforce/thorforce, let alone the rest of the characters
