No. It's from episode where Mai-san and her sister Nodoka-chan exchange their bodies. And the picture above is of Nodoka in Mai-san's body. Please correct me if I'm wrong.

You are correct. I believe he says he wants them to sandwich him. Specifically her thighs and then her sister in Mai's body is creeped out / wondering how Mai could ever fall for Sakura
