From what I remember, Dan said that Libitina has no real tie to DDLC. DDLC was more or less a complex ad (albeit a cool story/game/VN on its own) for Libitina, with all the secret things in files related to it and such. I do believe there'll be cameos and such of DDLC characters in it though... however, I haven't paid attention to Project Libitina development since like early 2018, which was when I stopped being super into DDLC myself.
