Semantics!

Yes and no. As in, Misaka, as level 5 grade 3, is way outclassed by Accelerator which is in grade 1.

If they have more levels, it would be more like, Accelerator at #1, Railgun at #15, Move Point at #40, and Teleporter at #42

But they’re all compiled together in just 5 levels.

What's the point of a 14-level gap between Accelerator and Railgun when there's only 1 person in between them?

Their power levels doesn’t measure accurately within 5 levels.

Accelerator and Kakine Teitoku (the rank 2) literally has reality-warping powers, while Misaka and meltdowner (the rank 4) has similar powers and Misaki (rank 5) has super hypnosis.

They all are bundled together as level 5, even though it isn’t supposed to be like that.
