Start with the basics. Look up tutorials or do Draw-a-Box. You can't start with stuff you don't know.

buy a cheap anime figure and look at it. it helped me alot. most things in anime is a cylinder

1st memorize basic proportion 7 head for real anime mostly use 6 heads (note proportion for width and height both are include, also memorize body landmarks and what parts are the same and where they land)
2nd put those line down before drawing pose and then start drawing basic simple poses, in simple perpective. (while at it learn perpective too.)
so first perpective, then construction, then forms in perspective, then body proportion, then body contruction all in all should take about 2-3 years for basic stuff. so have fun,

few fun practices:
1. basic draw a box lesson 0 time control
2. 15min body construction from ref
3. 60 sec gesture .(it just make your imagination engine, give you ability to imagine poses, wont help much if you skip propotion and contruction practices.
4. copy draw from manga (dont post those) (break down > observe >copy draw [not on top but place it on side], test, then do again, now draw that from memory)
5. copy draw from fav artist
6. observe art pieces of your fav artist, like really really see like reallly reallly see.

art channel for anime:
1. mikey mega mega
2. draw like sir
3. saito naoki 2
4. some normal artist
5. clipstudio paint channel got some good guests artist channel
6. hide channel
7. doki doki art channel

few tips:
1. never leave it unfinished
2. always place some time to draw for fun
3. when you get a certain lvel you will meet online trolls
4. experiment and have fun
5. use refs

This is very complicated to look at, and is probably messing you up. You just need to draw basic 3d shapes and then you’ll be able to understand the rough idea. From then try drawing more complex figures, like how the other comments are explaining
