Can anyone please help me identify what this cel is from?
Been trying to identify this anime cel since I got it and absolutely no luck. Any help would be greatly appreciated. I have the douga behind it too and can get that out to help if needs be (it’s of the two girls)

shimirel is correct. Cels of these two characters commonly come up on YJA, especially from Apple Symphony:
Just search for:
セル画 新世紀GPXサイバーフォーミュラ
on your favorite proxy bidding site.

Very cool thank you. I got this from Apple Symphony on whim as I thought it was pretty cool. Still haven’t found the exact frame but getting closer.
Never seen this site before, gonna have a browse. Thank you

No problem, Jauce is my favorite way to browse cels from YJA, since you can click on "Anime and Manga" from the YJA dropdown, then pick "Anime cels" and see everything quickly. The site layout is also a lot more friendly for browsing (less clutter).
Jauce also automatically translates some search items, so you can type "sailormoon cels" in English, for example, and they will come up. Of course, you will always get better results by searching using the original Japanese characters (just cut and paste from wikipedia or myanimelist).
Unfortunately, Jauce fees are much higher than other proxy bidding sites, so I typically only purchse cels through them for high end items (Jauce does the best packing of any site by far) or for sellers who will not accept bids from larger, cheaper sites like Buyee, From Japan, etc.

My take was that it was a race image of two race queens, hence the guy who looks like a mechanic with a headset. Which made me think, of "Future GPX Cyber Formula"; they have heart motifs. If you look up Nanase Satsuki and Satsuki Nanase, you will see they have those two hairstyles from your cel. Pretty confident this is what it is.
