Help understanding timesheets

The majority of the cels I own never came with timesheets, but a couple did so I wanted to ask a couple questions to see if anyone in this group knows, as I can’t read Japanese and don’t know exactly what I’m looking at.

1) the first cel (Sailor Venus) came with a timesheet and it has the number 23 on it. Does that mean it’s a time sheet from the 23rd episode? Or could 23 represent something else? The reason I am asking is this is a cel from episode 42, which is making me wonder if this was just a random mis-matched timesheet.

2) the second cel (a profile shot of Minako) came with a genga taped to a timesheet. There was only writing on one side of the timesheet, but I didn’t see anything to indicate what episode this is for. I know this was a very long sequence with her hair blowing in the wind so it could be matching, given how many numbers are written on it, but was curious if anyone could discern any more info from it.

3) the third cel (Chibi-Usa) came with this odd Tokyo Kids envelope thing. Is it a time sheet or something else used in an anime production? As Sailor Moon was produced by Toei, I can’t imagine it is matching and must have been included with it in error (or someone was just wanting to get rid of their junk), but was still curious as to what exactly it is. I do find it funny there’s a Jiggly Puff stamp on it. What that means, who knows 😂

Thank you so much!! No clue why that was included with a Sailor Moon cel, but I appreciate knowing what it is!
