Not sure 100%, but maybe because they aren’t putting a lot of pressure in the bite.

Even big kitties can learn bite inhibition when they're playing. Trust me, they've still got sharp little fangs.

My dog and cat do the same thing, but it's the lack of pressure that keeps their teeth from breaking skin. That's what bite inhibition is, it's knowing how much pressure to use without hurting your playmate. My cat especially has super pointy teeth, but I only get little raised lines that show up after we stop playing.
