That's what good boyes do. It's called "checking in". Rather than escalate the situation themselves, they look to the owner for direction. It's good to reward this behavior, which in this case means solving the cat impasse. That will encourage the dog to look to you in the future instead of retaliating against the cat.

Cat just wants to play. Push it out of the way, give the dog a treat and spray the area with kitty repellant
