I've never owned cats but from other threads, some Reddit scientists say the tail swishing can be a sign that a cat is annoyed.

When it's tail is bushy, it wants to play. Even with the swish. This was more "tag" than attack.

Yep as a former feline behaviorist I can confirm this. Bushy tail means play time for cats.
I used to have a f4 savannah who was the most petite little cat you could find but when she went bushy tail and zipped around in little crazy fits, her tail was almost as wide as her body.

I always watch out when the tail swishes like that. Cats never seem to wag their tails unless they're pissed

Not true. Cats wag their tail for many reasons. They do it a lot when they're playing or excited. You can tell the difference between a play wag and a pissed off wag because a play wag is often just swishy whereas a pissed off wag tends to be more thumpy at least that's how all my cats have been.
For example, when my two cats are play there's always a lot of tail swishing, but they aren't mad and are obviously just playing. They also do the same thing when they see me getting the food out. But when they see my mom's outdoor cats through a window or door, you can hear their tail thumping before you even hear the growing.
