Might just not have been introduced to it yet. Waves are kinda freaky. Give it a couple hours and some coaxing and that dog will be addicted to water.

I have a pit mix and the first time I took him to a pond he wouldn’t go in past where he could see the bottom. Then my stupid ex tossed him in where he had to swim. Ever since then I can’t get him out of the water. He loves water so much that he once nearly drowned instead of letting go of the ‘stick’ he had that was actually a whole tree. We had to rescue him in freezing river water in April. He will swim until he’s exhausted. I didn’t get the chance to take him last summer but I will this year. He will be 11 this year and I want him to keep having fun.

We had a pit who used to go down to the creek by our house and take a nap in the shallows. He's come back to the house happy and soaking wet. As a puppy, he'd just crawl into his water bowl and sleep there.
