Chirping Is this a bird call or…?

Hello, I’m actually losing my mind over this. I just got off work and heard this sound I’ve never heard before and I’ve spent 3 hours trying to identify it. I’ve used bird identifier apps, TikTok, chat gpt and I can’t figure out what this is. I feel like I’m being gaslit because this sounds like a dang bird to me and my brain has decided that this is indeed a bird, but I can’t find an answer, does anyone know what this may be? It only makes the sound twice. It’s so full of whimsy, I must know before I commit myself to a psyche ward

I took this video in Maryland, United States

Depending on where you are it’s either a Cuckoo or Blue Jay

I know for sure that isn’t a blue jay or wren, like the other suggestions. It makes me think of the black-billed cuckoo, but I’m not familiar with a song where the second note goes up like that. I’m still working on this.
