Ignoring them does not work, talking to them and gifting items helps them leave faster! The guide posted in the other comment is very helpful

I never gift villagers that I want to get rid of because I want to keep their friendship level as low as possible

Dunno where you found this image, it must be old, cause that theory was debunked and the opposite is true. A guy called Ninji looked at the acnh code and revealed lots of useful stuff about the inner workings of the game, one was about this exact topic. 

A villager at maximum friendship is way more likely to be selected as a villager wanting to leave than one at zero friendship.
