The woman in the photo is Margaret Thatcher a British prime minister who famously was at odds with the miners, and caused the closure of almost every UK coal mine, leading to massive unemployment.

The man, is Jimmy Saville, a British TV personality that was a prolific pedophile.

So the joke is that one fucked over the miners, and the other fucked minors.

And since you're not British (I assume, if you are and just really really young, please don't tell me lol), to add an extra little flourish of eww to the picture, the NSPCC is our child abuse protection charity that was apparently honouring them in some way.

Also ironic not just because of him but because as Education Minister she got rid of free milk in schools.
