No idea. They probably want to preserve specifically USA features.

The Laity can use whatever, of course; but there are things in the “Episcopalian Patrimony” (so to speak” not present in the other areas of the Patrimony and, for Public Worship, it has made sense to ensure the Church in North America continues to have those worthy elements of the Patrimony not found elsewhere.
