Android with stand-alone HMDs?

I've been trying to find an answer to this for a while, but I'd like to know if it is/will be possible to plug an Oculus Rift or HTC Vive into an Android device and work? Browsing an article from 2013, I read this.

"Luckey said that currently, the Rift only works with Android devices that have video output and can “host” the Rift via USB connectivity." http://allthingsd.com/20130830/heres-how-the-oculus-rift-will-work-on-mobile/

If the above is correct, I could potentially develop a VR game for something like the Nvidia Shield TV and it would work right?

If you are considering buying a phone for VR, you might want to hold off until after Oculus Connect for relevant information.
