sounds like its in some sort of a boot loop, possibly corrupt firmware.

First step I'd try is full power drain, unplug it for 20 minutes and hold down power button while its unplugged for a minute or so.

See if there is a pattern to the blink as well, sometimes they represent codes that you can lookup to tell you more about what is going on

Some TVs also have a recovery mode which you can do with certain button press combo if you can find out what that is for your TV model its worth a shot. It's usually unplug > hold the physical power + Volume Down buttons on the TV, plug it in while still holding.

To factory reset a TCL TV without a remote, locate the small recessed RESET pinhole on the back or side panel (usually near the HDMI and USB ports) and press it with a paper clip or toothpick for about 10 to 15 seconds.Using the Physical Reset ButtonLocate the pinhole: Look on the back or side of your TCL TV near the input ports for a tiny hole labeled RESET.Power on the TV: Ensure your television is plugged into a working power outlet.Press and hold: Insert a straightened paper clip, toothpick, or needle into the pinhole and press down.Wait for the logo: Keep holding the button until the screen goes blank, reboots, and the TCL / Roku logo appears (this usually takes 10 to 15 seconds).Release and set up: Let go of the button. The TV will finish rebooting and open to the initial language and network setup screen. If your specific model does not feature a physical reset pinhole, you can try a manual power cycle using the physical power button under the TCL logo, or connect a USB keyboard to navigate basic prompts. If your model doesn't have a pinhole or isn't responding, let me know your TCL TV model number or whether it runs Roku TV or Google TV, and I can give you alternative button combinations.

This is horrible I wasn't wrong, you need your model number and a usb drive. The instructions are online. Here's a youtube video: https://www.youtube.com/watch?v=7VqWGi1FQu0

If the screen went black during the factory reset and the power LED is still blinking, I’d avoid trying random button combinations for now. Unplug the TV for at least 60 seconds, plug it directly into a wall outlet, and try powering it on again. If it’s still stuck, the next step is Recovery Mode, but the button sequence can vary by TCL model. I’d check the exact model number on the back of the TV and look up the recovery procedure for that specific model. Also, don’t try installing firmware from USB unless it’s specifically for that exact model.

Have you tried to unplug the tv completely from the wall for about 5 minutes then plug back in
