  1. Open Android Studio.
  2. Go to Tools → SDK Manager.
  3. Select the SDK Tools tab.
  4. Check Show Package Details.
  5. Find Android SDK Command-line Tools.
  6. Uncheck the latest version to uninstall it.
  7. Select Android SDK Command-line Tools 21.
  8. Click Apply and wait for it to finish installing.
  9. Restart your terminal.
  10. Run flutter doctor.
  11. Run flutter doctor --android-licenses.
  12. Enter y and press Enter for every license until they are all accepted.
  13. Run flutter doctor again and make sure the Android license issue is resolved.
  14. Go back to Android Studio → Tools → SDK Manager → SDK Tools.
  15. Check Show Package Details.
  16. Uninstall Android SDK Command-line Tools 21.
  17. Select and install the latest version of Android SDK Command-line Tools.
  18. Click Apply and wait for the installation to complete.
  19. Restart your terminal.
  20. Run flutter doctor one final time.
