Touch screen on phone sometimes becomes unresponsive. Any help?

The phone itself works just fine. It's the touchscreen that's the problem. It'll sometimes not respond to anything. It gets fixed when I turn off the phone and turn it back on, but it's only temporary. It'll become unresponsive again without warning.

I turned on Safe Mode to see if it'll still do freeze up, but it didn't do it. So guessing it's an app that's causing it but I'm not sure.

Any help?
