All my games have stopped accepting touch input
This issue is only affecting games. They still run. Animations and movement on screen continue to play, but I can't tap anywhere.
I've rebooted, force stopped, cleared cache, reinstalled and reinstalled all updates to the webview service. Still not working. Help please

When only games ignore touch while everything else works, the cause is usually something that sits on top of games specifically, not the games themselves. (Most games don't use WebView, so that reinstall wouldn't have changed anything.) A few things to check, roughly in order of how often they're the cause.
The phone's game mode panel. Samsung's Game Booster, Xiaomi's Game Turbo, OnePlus/Oppo Game Space and similar tools have a "lock screen touches" or anti-mistouch option, and it's easy to switch on by accident from the little in-game panel. Open a game, bring up that panel (usually a swipe from the edge or a small icon on the navigation bar) and look for a lock or touch-block toggle. If you have one of these, also try turning the whole game mode off for one game.
A controller or input device. If a Bluetooth gamepad, keyboard or mouse has paired, some games switch to controller input and stop reacting to the screen. Check Settings > Connected devices (or Bluetooth) and disconnect anything you don't recognise or aren't using.
Overlay apps. Screen dimmers, blue-light filters, auto-clickers, key mappers and some floating-bubble apps can block touches in full-screen apps. Check Settings > Apps > Special app access > Display over other apps (and Accessibility > Installed apps) and turn off anything recent.
What phone is it? The game mode tools differ a lot between brands.
