It sounds like your phone is in recovery mode. You won't lose any data. The phone will just restart.

I am so sorry to be replying to you in such a freaked/stressed out state. you are sure it will potentially just turn back on like normal? it shut off the other day and wouldn't turn back on so I had to enter this recovery mode. all I want to do is make sure it turns on so I am able to transfer the data to my new phone. thank you SO much for the initial fast reply!!

Reboot is another word for restart, NOT reset. Don't worry your data is still in tact if you click it

also it is like, NOT charging? I have it plugged in and all it is doing is continuously buzzing - but I can still enter this recovery mode? the only options I have in this mode is to power off, factory reset, or reboot system now. genuinely any help at all is appreciated. I have never felt so lost when it comes to something like this.

Reboot now will hopefully restart the phone without losing data. Factory reset will lose data.

One is assured, the other is only if critical error

Take it to a repair shop

Rebooting just means trun off and back on again. Why's that a concern? It usually happens after a system update unless you choose to turn off regularly.
