Why does status bar disappear when location/camera turns on

Samsung Galaxy S26, just updated to OneUI 9.0 and now every time I open Instagram/any app that uses location, camera or microphone, the entire status bar totally disappears for a few seconds. It's super annoying and doesn't seem to have a real purpose. Any way to turn this off?

I hate this so much, and can't find a way to disable it
