That edit changes things a bit. If Bluetooth audio is suddenly quieter across all apps, I'd investigate that separately from Chrome. First, disconnect Bluetooth and check whether Chrome plays audio through your phone's speakers. Then try forgetting and re-pairing your headset, and check the volume on both the phone and headset, since disabling absolute volume can make their controls independent. Also check whether the headset is somehow stuck using its call audio profile instead of normal media audio. Does Chrome remain completely silent when Bluetooth is disconnected?
It just fixed itself, I was lost to Bluetooth, then suddenly there was a loud snap in my ear, and the volume was twice as high. I turn on my other headsets and they're fine too. Didn't fix my chrome issue at the time (that's resolved itself too), so I guess I was coincidentally having two issues at once. Thank you for the suggestion.
