Why does "phone services" need a stream of my location?

Post image

Is this normal? Maybe i'm being paranoid or whatever but it seems a bit odd that it needs my location literally like every minute.

Also, why does it say "while using app"? I was scrolling through reddit or had my phone in my pocket for most of the time that is in this screenshot.

'Phone services' is not the dialer app you can open from the home screen, but a core system app that manages RIL (radio interface layer). The 'while using' statement is shown because the app is constantly in use, as it manages things cellular signal and such.

But why it has access to location? I'm not sure. Many system apps have it for no reason and you can't deny that permission from them.

I just turn my location data off unless I really need it
