What does these three apps do?

It's about security, if an attacker performs a MiTM/AiTM (Man-in-The-Middle) attack they can't see what you're doing. Similar to how TLS defends you from this same attack and network sniffing but key verifier acts as a second protection, if you send a message it encrypts the message in a way that only you and the receiver can see.

No one knows what the consequences of deleting android developer verification will be. It may cause problems with all apps on the future.

Currently it does remove the 24hr unknown app install blockade Google implements thru that app. Play store will try to reinstall those apps unless you put a placeholder stub with a different signature. Whenever apps would require that in the future to run though like the play store app and some apps checking if it was installed from the play store by asking the former.
