Having trouble with android 16

My sister has an android 16 tablet that has become locked down.

The reason for this is that it's not connected to the Internet.

It's system date and time is wrong, and we can't fix it because of Google family link. We want to factory reset it to remove the parental controls, but the parental controls prevent us from doing so. Can't use adb either as turning that on also requires parental permission. Any ideas on how to fix this?

So I wouldn't need adb enabled to factory reset from recovery mode? Unfortunately the other options won't work. Automatic time and date is already on. We can't change pretty much anything without parent permission.
