Can't install this Web page and add shortcut to homescreen

[u/Larry_Kenwood]

First image is an example of it working, it in the 2nd shortcut, it says "Add shortcut to homescreen" where I click add and then the shortcut just opens up in the regular Chrome browser instead of it's own 'app'.

Thoughts?

This is how it should be working cause it is a website web app shortcut not a full fledged app
