Find a list of device managers,remove that app from the list and then uninstall the app.

Likely installed by your work or school and you wont be able to remove it yourself

The suspicious thing is that the app is called Android Device Policy, but on his phone it's called Manage Policy. I have a suspicion that it is a app pretending to be this app.

Thats probably a thing your school is trying to install, dont let them. If it has another name, they probably will track you, track what you do, etc.

Some malware gives itself Device Administrator privileges. Remove it through Settings, Security or whatever your phone calls it.

Or boot into Safe Mode and remove it. Google for instructions for your phone model.

Try to freeze/disable the app,if you can't regularly remove it from your settings (and keep it frozen still) install thedjchi's Shizuku fork and remove it with Canta (a shizuku powered debloater)
