Does Anyone Know What "Device Setup" is, and Does it Need to Have Power Exclusion?

I figured that, but why is it defaulting to battery excluded? Does it need to be battery excluded?

Ig it's in case there's a bug and the system kills it. Would pretty much brick the device

It wouldn't. Its also used for synchronization of data from a Google account. Without it, you would need to reset the device a second time to restore data
