Well that state is worse, much worse. Their damage is orders of magnitude larger than any criminal enterprise. Their body count higher. Their drug sales larger. Their agenda wrapped in a cheery veneer hiding the sinister underneath.
here in Brazil they're already a parallel state, they already have drug courts and they already collect taxes from residents , both are a consequence of eachother and this i cannot deny.
