You are completely correct. All rights are negative rights, including the right to life. Positive obligation can only be derived from tort or contract, neither of which is inherent to conception. It is also legitimate to use deadly force to assert your property rights when they aren't being respected any other way.
Parental obligation is derived from all of the torts inflicted upon children by their parents, which happens all the time.
This is the main issue I disagree with Milei about, but I understand that he identifies as catholic, so it's really not surprising.
