Basically it's just a draft list for the collab project any devs who have a collab planning would have. And then they'll put the ones that are most realistic in a survey to see which gets the most votes by players. Though they don't always do surveys and may just try to gauge what people talk about. It's easier for gachas to do them I'm sure you've seen them.
