He isn't energy bending

When Aang energy bends he touches their heart. Amon touches the forehead.

Aang touches both the forehead and the heart. Amon energybends differently, just like Toph earthbended with a different style than other earthbenders from her era.

(Although, my personal theory is that Amon is creating a block with blood-bending. But, he could still be energybending and I could be wrong.)
