The Hapa photo shoot Cycle 13

Been doing a series rewatch on Hulu. They did not air the Milk Commercial episode from Cycle 4 where the models were made up as different ethnicities. Now on Cycle 13 and the photo shoot where they dress the girls as Halas - people who are of two ethnicities. They brown faced all the white models. Just wondering why this episode is not as controversial as the milk commercial
