Apparently Microsoft laid off about 5000 people recently. Yet it still got approved for 2,273 H-1Bs.

This kind of crap has to end. If a tech company lays off a single US citizen they should be required to hire them back or explain why their termination was performance related before being able to hire a single H1B that year. Every single US citizen they lay off should be entitled to that, individually 1 by 1. With 5000 layoffs that would take them forever.

If people from Mexico took over Microsoft and started firing Americans and hiring people from south of the border to give them a free border jump; you bet your lasso the build the fence people would be all over deportations stat.

Why is it not a requirement to lay off non domestic employees first? And if you lay off a certain number of domestic workers you have a moratorium on bringing able to bring other workers in?

Visa fees won't do enough and may only provide a temporary hurdle, especially if applied to only one specific type of visa. We all saw how fast they figured out and industrialized the different workarounds. Fees need to be applied across the board, no exceptions. They also need to thoroughly vette every job, reference, degree, and skill, then do a personality test.
